Alpha Omega Emerging Leaders Program

Evolving challenges within the federal landscape and rapid company growth demand new strategies to maintain excellence and foster continued innovation. Alpha Omega’s Chief Human Resources Officer Tanja Guerra sat down with the Marketing Team to talk about its new Emerging Leaders Program. This inaugural class of 25 participants will collaborate with Alpha Omega leaders and Kent Wessinger, PhD to:

The Challenge: Doubling the Size of Alpha Omega in One Day

In mid-January 2025, Alpha Omega acquired two companies within thirty minutes of one another, entering a pivotal phase defined by both opportunity and complexity. With the integration of Macro Solutions and SeKON into the organization, Alpha Omega was not simply merging teams and capabilities. Tanja stressed that the real challenge was weaving together diverse cultures, work styles, and histories into a shared identity. That integration has been a two-part challenge:

  • Cultural integration: creating a series of unified Alpha Omega experiences and processes that respect autonomy and capabilities while articulating collective values and aspirations.
  • Strategic evolution: guiding the company’s shift from a traditional service provider to a solutions firm — one defined by innovation, agility, and mission outcomes for our federal partners.

Becoming a company with over 800 people overnight, Tanja assessed the need for more than just operational alignment but also for cultivating a common language of leadership that empowers people at every level to lead through change. “Our goal is to create one Alpha Omega culture — rooted in trust, inclusion, and shared accountability — where every employee understands how they contribute to the mission and feels equipped to lead within it,” she said.

The Opportunity: Cultivating Leadership at Every Level

This fall, Alpha Omega kicked off its first Emerging Leadership Program (ELP). More than a training initiative, it is a cross-generational and cross-departmental gathering of Alpha Omega team members committed to collaborating with senior leaders and facilitator Dr. Kent Wessinger to drive cultural and strategic transformation. These seminars are designed to challenge traditional roles, establish new ways to communicate and listen, and ultimately build teams that truly work together to create value and innovation. The concept centers on distributed leadership: the idea that leadership is not limited to titles or hierarchy but resides in every decision, every interaction, and every person who chooses to make an impact.

Dr. Wessinger said there is no one formula for helping people make good decisions, but small group mentorship builds collective consciousness and fundamental habits. “When we lead people with intentional organizational behavior, we increase communication and trust because we build a crucial tool bag for leadership that also overflows into whole life growth, how we elevate each other, and make each other better.”  

The ELP is designed to:

  • Develop self-awareness, emotional intelligence, and strategic communication.
  • Equip emerging leaders to navigate ambiguity and drive outcomes across teams.
  • Strengthen collaboration and trust between legacy Alpha Omega teams and new organizations.
  • Foster a sense of ownership — where leadership is everyone’s responsibility.

This leadership development effort is directly tied to the company’s evolution toward a solutions-based firm. Building future-ready leaders ensures that decision-making, innovation, and client delivery stay aligned with Alpha Omega’s mission-driven approach and aligned centers of practice and expertise.

The goal of the Emerging Leadership Program is to create a scalable leadership culture that sustains performance, empowers innovation, and reinforces belonging. By next year, the ELP initiative will:

Tanja’s approach blends human-centered development with practical business alignment and connecting personal growth to organizational success. She said, “We cannot build a solutions firm without first building leaders who think like solutionists; people who ask, ‘How can I make this better?’ and have the confidence and support to act on it.”

Future sessions will focus on growth and application, embracing projects that align with company priorities. Mentorship pairings will look to develop feedback loops and accountability across functional and cultural lines. Leadership “labs” will focus on decision-making, innovation, and collaboration. Final sessions will focus on Reflection and Reinforcement, with group presentations that showcase applied leadership projects, measurable outcomes, and lessons learned. By the program’s close, participants will not only have strengthened individual skills but will have become cultural ambassadors, embodying what it means to lead at Alpha Omega.

As CAITO, Rajiv will lead Alpha Omega’s enterprise-wide AI strategy to help government agencies adopt secure, ethical, and impactful AI technologies. With a background in computer engineering and decades of experience aligning technology with business outcomes, Rajiv brings a deep understanding of both technical execution and customer success. “My ongoing mission is to keep pace with the evolution of AI in the marketplace, to explore the various types—generative, deterministic, and agentic AI—and to apply them to meet demand for cost savings, efficiency, modernization, and automation for Alpha Omega’s customers,” said Rajiv.

Prior to his role as Chief Transformation Officer (CTO) of Macro Solutions, Rajiv served as Vice President of Consulting, Advantage ERP Product Engineering at CGI where he ran a global cross-functional team of over 500 team members responsible for continuous product delivery and modernization of products through human-centered design-driven UI/UX improvements, SaaS enablement & DevOps/containerization. Earlier work as Senior Principal, Development Manager & Architect eVA (eProcurement) for American Management Systems prepared him for enterprise technology leadership developing the first scalable, multi-jurisdictional, web-based marketplace allowing state and local governments to cooperatively leverage their buying power, without significant IT infrastructure investments. 

Gidadhubli has a Master of Engineering from the National Technical University of Ukraine Kyiv Polytechnic Institute and is a graduate of the Wharton Executive Education Chief Technology Officer (CTO) Program.

Beyond the Hype: Customizing AI for Real-World Government Impact


As drivers of technology, we are excited by the possibility of breakthroughs and innovation. Chasing every new trend can waste time, resources, and focus if it’s not grounded in actual agency needs. Just like keeping a toolbox full of tools for different jobs, we need to apply the same consideration to AI. Federal agencies need to widen their focus on AI implementations beyond just generative AI to explore deterministic AI, which offers distinct advantages for upgrading and improving federal IT systems.

Generative AI deserves praise as a go-to approach to AI for doing many things well, such as producing human-like written prose from large volumes of disparate information. It shines at creating documentation and training materials or summarizing a year’s worth of interactions for an annual performance review, for instance. But if you have a tight deadline to translate two million lines of COBOL into Java for a mission-critical IT system, deterministic AI is the way to go.

Generative AI assembles new content based on mathematical probability, meaning the system doesn’t always give the same output to a given input, and sometimes it hallucinates or provides incomplete or misleading information. This is the reason we review every piece of content generated by Copilot or ChatGPT for its accuracy and contextual applicability. Similarly, many new AI code conversion tools that depend solely on LLMs fail miserably at modernizing complex code. This is where deterministic AI comes to rescue.

Deterministic AI is designed for consistency, accuracy and security. Deterministic AI focuses on semantics — understanding the original intent behind existing code and precisely replicating it in new code. The Air Force completed a prototype in only three months without any available documentation or SME involvement. The prototype modernized their legacy system and empowered strategy-to-execution planning, enhancing the efficiency of mission-critical operations. That success has encouraged the Air Force to actively explore expanding its use of deterministic AI to modernize other applications.

Readiness and future-focus

To get the right AI tools to nail delivery of mission-critical capabilities, federal agencies should:

  • Know what they need: Leaders should review their programs and the technical viability of available technologies — whether deterministic AI, generative AI or one of the many other types of AI — to most efficiently deliver envisioned capabilities and outcomes.
  • Look in the right place: Accelerated IT modernization is not just about code, it requires expedited procurement as well. History abounds with projects in limbo from procurements taking years. Fortunately, the U.S. Department of Defense’s Tradewinds solutions marketplace portal is dedicated to cutting red tape and rapidly putting vetted IT solutions, including AI, where they can do the most good. The Air Force leveraged Tradewinds to award the contract for its deterministic AI-enabled prototype.
  • Find the right partner: Agencies should look for capabilities such as semantic understanding of code, ability to repair errors and resolve security vulnerabilities, and comprehensive support for any language across any stack. They should also assess vendors’ experience and past performance to ensure optimal fit and results.

It’s never been more urgent or important for federal agencies to demonstrate they can efficiently provide continually improving services at lower cost. Integrating AI, especially deterministic AI, will help federal agencies deliver not just on the promise of AI, but their own promise to serve the American people.
